MINUTES

CALL TO ORDER - 1:00 PM
Board President Miranda Evans called the meeting to order at 1:00 p.m.

ROLL CALL
Board Members Present: Director Miranda Evans, Director Charlotte Murry, Director Al Schreiber and newly elected Director Betsy Foster and Director Steve King
Student Advisors Present: Grace Pacheco, Bee Hartell

President Evans led the Pledge of Allegiance.

APPROVAL OF AGENDA
Director Murry moved to approve the agenda for the December 5, 2023 Regular Board Meeting; seconded by Director Schreiber.

APPROVAL OF MINUTES
November 21, 2023 Regular Meeting Minutes
Director Schreiber moved to approve the minutes from the November 21, 2023 Regular Board Meeting; seconded by Director Murry.

OATH OF OFFICE (Administered by Dr. Deborah Rumbaugh)

Superintendent Rumbaugh administered the Oath of Office to re-elected Director Miranda Evans, District 3, as well as to newly elected Director Betsy Foster, District 4, and Director Steve King, At-Large Position 5. 

REORGANIZATION OF THE BOARD (Roll Call Vote)
1. President
President Evans conducted the election for the office of President of the Board for 2023-2024. Director Steve King nominated Director Al Schreiber for President of the Board; seconded by Director Betsy Foster. Director Schreiber accepted the nomination. Director Charlotte Murry nominated Director Miranda Evans for President of the Board; there was no second to this motion. President Evans asked if there was any discussion to be had. Discussion followed. President Evans called out three times for nominations. A roll call vote was taken. Results of the roll call vote for Board President follow.

Director Steve King voted for Al Schreiber
Director Betsy Foster voted for Al Schreiber
Director Al Schreiber: Abstained
Director Charlotte Murry voted for Miranda Evans
Director Miranda Evans: Abstained

By roll call vote, Director Schreiber was elected President of the Board for 2023-2024. Director Schreiber immediately took the seat of the President at the dais.

2. Vice President
Newly elected President Al Schreiber conducted the election for the office of Vice President of the Board for 2023-2024. Director Betsy Foster nominated Director Charlotte Murry for Vice President of the Board; seconded by Director Miranda Evans. President Schreiber called out three times for nominations. Director Murry accepted the nomination. President Schreiber asked if there was any discussion to be had. There being none, a roll call vote was taken for the nomination of Director Charlotte Murry for Vice President of the Board.

By roll call vote, Director Murry was elected Vice President of the Board for 2023-2024. 

Superintendent Rumbaugh stated that Director Murry is also fulfilling the role as Legislative Representative which will continue in 2023-2024, as it is a two-year term.

SUPERINTENDENT'S REPORTS

 1. Donations: Deborah Rumbaugh
Student Advisors, Grace Pacheco and Bee Hartell presented the donations. Superintendent Rumbaugh expressed her gratitude for the donations.

2. Enrollment Report: Dr. Deborah Rumbaugh
Superintendent Deborah Rumbaugh presented the December enrollment report. 

3. October 2023 Financial Report: Ruth Floyd
Executive Director of Business Services, Ruth Floyd presented the October Financial Report, highlighting the Executive Summary, Expenditures Report, Fund Balance, Object Summary Report, and Budget Status Reports.  

4. Transportation Update: Angie O'Connor
Angie O'Connor, Director of Transportation, provided a Transportation Update which highlighted the anticipation of new buses expected for delivery in December and January, results of a Washington State Patrol surprise inspection, routing adjustments, and a staffing update.

CONSENT AGENDA
President Schreiber offered the board and anyone in attendance the opportunity to speak to any items on the Consent Agenda; he offered board members and anyone in attendance the opportunity to pull any items for discussion. There being none, Director Murry moved to approve Consent Agenda items 1 through 7; seconded by Director Evans.

3. Approve the Levy Pro-Committee Member Submission

4. Approve the Assignment of Teachers Outside of Endorsement Area

5. Approve the solicitation of Stanwood High School students to participate in a Non-district Sponsored Field Trip to London, Paris, and Central Europe, Summer of 2025

6. Approve the Personnel Report for December 5, 2023

7. Approve the Bills and Payroll

PUBLIC COMMENT

Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email [email protected] two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to the meeting start time. Citizens who wish to provide documents to board members will hand them to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.

There was no public comment.

TOPICS SCHEDULED FOR SCHOOL BOARD DISCUSSION

1. Book Study - Katz and Dack, Intentional Interruption, Chapter 4
Superintendent Rumbaugh facilitated the book study discussion highlighting Chapter 4 and invited board member discussion. Board members and student advisors shared what stood out from this chapter. 

2. Washington State School Directors' Association (WSSDA) Annual Conference Reports
Directors Evan, Director Murry, Director Foster, Director King, and Director Schreiber reported on their attendance at the November 2023 Washington State Directors' Association (WSSDA) Annual Conference, highlighting what stood out to them and the information gained. Comments included appreciation of the law conference and for breakout sessions including the session hosted by Chris Reykdal, State Superintendent of Public Instruction, and Tim Garchow, Executive Director of WSSDA. 

Superintendent Rumbaugh shared that she and Director Murry will be attending the 2024 WSSDA Legislative Conference and Day on the Hill in January.

STUDENT ADVISOR REPORTS ON SCHOOL BUSINESS

Bee Hartell, Lincoln Hill High School, reported on the upcoming events which include an ASB meeting on December 7th and a Pancake Breakfast on December 8th. 

Grace Pacheco, Stanwood High School, reported on the upcoming events which include before and after school events for students, such as hot chocolate and apple cider hangouts. Upcoming events also include the Claus for a Clause event on December 13 where they will be accepting donations of clothing and pet supplies to be donated to local organizations. 

BOARD DIRECTOR REPORTS ON BUSINESS CONDUCTED (CFAC, CBAC, Listening Sessions)

Director Evans reported that she attended two girls' basketball games and will be attending the upcoming CFAC meeting.

Director Murry shared that she attended the CBAC meeting at Elger Bay Elementary, thanking those who attended. Director Murry also commented that she recently attended a Building Bridges event and a House Bill session.  

Director Schreiber announced the Board Study Session to follow and thanked Director Evans for her work as President of the Board for the last year
